Ricky Quintero

Chair

Ricky Quintero serves as Executive Board Chair of Latinos Unidos of York and is a respected public servant and community leader with more than fourteen years of experience in local and state government.

Originally from Colombia, Ricky immigrated to New Jersey in his early teens and later made York, Pennsylvania his home, where he has built a career centered on civic engagement, effective governance, and community empowerment. He attended High School in Northern New Jersey, attended Blackstone Career Institute for Paralegal StudiesHarrisburg Area Community College (HACC) for Business Management, and Eastern Mennonite University for Leadership and Organizational Management.

Ricky served for eight years as Executive Administrator to the Mayor of the City of York, providing high-level administrative support, overseeing executive operations, coordinating citywide initiatives, and supporting strategic planning in a highly dynamic and politically sensitive environment. Previously, he served as a Legislative Assistant with the Pennsylvania House of Representatives, where he worked closely with constituents, community organizations, and public officials on policy matters, legislative research, and district-based advocacy. Ricky was also an International Code Council (ICC) Permit Technician and a Pennsylvania Registered Building Code Official (BCO) while serving in Code Enforcement and Administration for the City of York.

In addition to his public service career, Ricky is deeply committed to volunteer leadership and community collaboration. He serves as York Chair for the National Hispanic Medical Association – Pennsylvania Chapter, is a Board Member and Governing Committee Member of Ophelia’s Making Agency, and is an active member of the United Way of York County Community and Culture Committee. He also serves on the Welcoming and Belonging Committee of the Appell Center for the Performing Arts, and is a member of the Confronting Racism Coalition of York County.

Ricky’s lived experience as a Colombian American, combined with his professional background in municipal leadership, legislative service, and community advocacy, provides a powerful and informed perspective that strengthens the mission of Latinos Unidos of York. His leadership is grounded in equity, representation, and inclusive community development, and reflects a deep commitment to uplifting and advancing the Latino community across York County.
